The Finance Office plays an integral role in the success of the University ensuring responsible stewardship through financial performance and strategic procurement, with a view to financial sustainability and growth.
 
About the role

The Strategic Procurement Manager is responsible for leading, managing, developing, and implementing key strategic procurement initiatives that support efficient processes and improve procurement management practices at the enterprise level. The role provides leadership and direction to the procurement team and works closely with stakeholders to deliver efficient and effective services to the University. It also plays a key part in driving procurement transformation across the University.

Key Responsibilities

  • Manage the Procurement, Accounts Payable, and Accounts Receivable teams to deliver exceptional customer service to staff and key stakeholders.
  • Identify, review, develop, and implement strategic procurement planning and execution efficiencies and improvements to increase value for money and ensure alignment with university strategy and procurement policies.
  • Build, manage, and maintain a strong operations team that consistently delivers effective, smooth daily operations, outstanding customer service, and organizational value.
  • Provide expert advice and services on bestpractice contract management and support ease of purchasing for the University community while maintaining appropriate governance.
  • Develop and maintain strong working relationships with strategic suppliers and key business stakeholders, including facilitating training and implementing stakeholder management plans.
  • Manage complex and highstrategicvalue procurements, lead contract benefits realization and performance, monitor KPIs and benchmarks, maintain procurement reporting, identify and mitigate risk, and collaborate with the Financial Senior Leadership team on business improvement and valueadd financial services.

Qualifications, skills & experience

  • Degree qualification in Supply Chain Management, Business, Finance or a related field.
  • Relevant postgraduate qualification with a commercial orientation, combined with extensive experience in a similar procurement, sourcing, or contract management role, and membership of a professionally accredited organization such as CIPS, CA, or CPA is well regarded.
  • Demonstrated leadership ability in building and sustaining a strong, positive team culture within a complex and geographically disbursed operating environment.
  • Demonstrated experience in procurement management across the full procurement lifecycle, with strong technical skills to manage and coordinate a procurement function in a large and complex organization.
  • Strong skills and experience in procurement transformation, category management processes, and sourcing methodologies across goods and services categories.
  • Strong systems focus, with hands-on experience using ERP systems to manage procurement processes. Oracle/PeopleSoft ERP is highly desirable.
  • Highlevel capability to negotiate and influence decisionmaking while developing and maintaining strong relationships with internal and external stakeholders, and the ability to work directly with Legal counsel to develop concise, sound contracts.
  • Highly developed reportwriting skills, with the ability to reconcile policy and procurement/ commercial practical issues.
